2028 Upton Drive Reconstruction Project

Non-Motorized Concept - June 10, 2026 - Public Input Process Update

Upton Drive, from Momany Drive to the northerly City limits, is slated for reconstruction in 2028.  Non-motorized facilities are called for in the master plan and required to be eligible for grant funding when Upton Drive is rebuilt.  The public input process started in November 2025 to gather input on the type of non-motorized facility to install.

The City received a high volume of thoughtful comments, including questions that required gathering additional information and fieldwork.  Based upon the input received, a fourth concept is now being offered.

Here is a general summary of the concepts.

Concept 1 – Includes a 10-foot-wide non-motorized path (NMP) on the east side of Upton Drive and eliminates all on-street parking.

Concept 2 – Includes bike lanes on both sides of the road and eliminates all on-street parking.

Concept 3 – Concept 1 (NMP) with the addition of on-street parking on the east side of Upton Drive, north of the Upton Drive North/Edgewater Dunes Parkway intersection by offsetting the road to the west.  This concept has been updated to include trees with the path adjusted to avoid impacting them.

Concept 4 – Concept 2 with the addition of on-street parking on the east side of Upton Drive, north of the Upton Drive North/Edgewater Dunes Parkway intersection by offsetting the road to the west.  This concept is new, with trees shown.

An Open House will be held on June 23, 2026, from 6 pm to 7 pm in the lobby of City Hall for those who have questions or desire to provide input in person.  You may also respond in writing by June 23, 2026.  If you respond in writing, please include your name, address, and non-motorized facility concept preference.  An input form is available in the links below for your convenience.  There is no need to contact the City if you provided input previously and your preference has not changed.

Over half of the responses the City received pertained to topics outside of the non-motorized facility selection process.  All questions, comments, and concerns have been recorded.  We will address them separately in the future, likely closer to when the detailed design process begins.

City staff intends to compile the results of the final survey and recommend the type of non-motorized facility to implement at the June 29, 2026 City Commission Meeting.
