2028 Upton Drive Reconstruction Project
Non-Motorized Concept - Public Input Phase - Extended to January 2, 2026
The City is extending the opportunity to comment on the non-motorized facility concepts for the 2028 Upton Drive Reconstruction Project to January 2, 2026. The extension of the public input period is being provided for two reasons. First, the City received multiple concerns regarding the specific tree removals anticipated as part of the upcoming construction. This will require obtaining more detailed right-of-way information than is typically gathered during the conceptual phase of a project. Second, given the volume and varying viewpoints of public comments received, additional time will be needed to consider them as part of the selection process.
The selection process is occurring years in advance of the project because Indiana Michigan Power is currently in the design phase of a transmission line power pole replacement project, and the location of the proposed non-motorized facility could affect the placement of the new poles. Two concepts were initially offered to the public. Based upon input received in advance of the November 12, 2025, open house, a third concept was added to address concerns raised regarding the elimination of on-street parking.
City staff intends to recommend the type of facility to install at a City Commission meeting in January or February 2026, dependent upon how quickly the right-of-way limits can be obtained.
