Membership
The St. Joseph River Harbor Authority consists of the the cities of Benton Harbor and St. Joseph as well as St. Joseph Charter Township. Each municipality appoints two members to the Authority Board, provided that not more than one of those members is an elected official. The municipalities then collectively agree on the appointment of an additional member who has ownership, residence, or business interest in land abutting the St. Joseph River within the Development Area. St. Joseph representatives are appointed by the City Commission. Members serve a four-year term.
