What is the Brownfield Redevelopment Authority (BRA)?
The Brownfield Redevelopment Authority (BRA) is an economic development tool that can help the City of St. Joseph improve vacant or underused properties into community assets. The BRA provides a way to encourage investment, build on our community aesthetic, and strengthen our tax base — without placing new burdens directly on residents.
The BRA is comprised of residents and City stakeholders appointed by the City Commission, which operates under Michigan law and local policy. The BRA supports economic and community development through a process that is open, transparent, and centered on community priorities.
Why is the City Pursuing BRA Now?
St. Joseph’s BRA gives the community a practical, transparent way to care for and reinvest in underutilized places people already know and value. The focus is on maintaining the city’s character, preserving the distinct identity of the waterfront, and ensuring that new investment complements the community’s established aesthetic while addressing aging sites in a measured, responsible way.
Redevelopment tools can help the city:

- Support environmental cleanup and public safety where needed.
- Encourage reinvestment in storefronts and local businesses that contribute to everyday life.
- Create diverse and attainable living options for residents.

The BRA does not mean every property will be redeveloped or that large projects are guaranteed. Instead, the BRA is an additional tool within the city’s existing planning and development process that allows city officials and staff to carefully review opportunities with potential developers using the right facts and context. Just as important, residents — through the BRA Board and the existing public processes — have the chance to review proposals, ask questions, and share input throughout the process.
